I found a way of flying into Dalaran without getting the dismount debuff. This video shows how to do it.

It is slightly restricted where you can fly, the places shown in the video is basically the only I've found so far that doesn't give you the debuff. This MAY be removed in 3.0.8, I don't know but I thought it would be a good idea to publish this video so people get the chance to try it out.
